you conflate crdit flow rates with interest rates

unless flow rates are a simple function of interest rates

its better to talk about the real direct thing

credit availibility and or credit demand

ie credit flow rate

in a crisis there's plenty of “bad “demanders of an extended credit line

but they get “rationed out “

and not by interest rate hiking

but by simple “no”s
