 while retaining 
the capacity
        to produce them ......

my guess first of all 
keep building
  super dense 
 settlements

and put the  maxiumum feasible land
  in 
   "crop plant ready" condition 
    for any future  war   pinch 

ie never sprawl build 

never field  or stream 
poison etc etc

and besides
build all parks and forests
 and other open spaces 
for quickest possible 
grain and bean 
crop re-conversion 

irrigation systems 
  on hand seed 
and fertilizer 
 convertable
    storage capacity etc etc etc

then start  buyin that super cheap 
yankee  meat grain and beans 


ps i don't get the farm price fear 
against imports at least over he mid term

why set up a subsidy klass unless you have to ????

given the labor intensive nature of ag now
why not keep it that way 
but increase the value 
      of output per hour 
by 
making a fast as possible
                move to garden production 
which as a gating factor
is indeed 
very  skill intensive 

the question of 
 orchards and  vine yards
is  even more complex 

but it seems obvious
to move to  
       a  cultivation that will 
              optimize  small 
                     household plots
