gobbling the commons han style

200 million peasant households
can't be wrong
part 6

--------------------------

recent la times

on the prc "illegal"
              land grab frenzy

  flash

it ain't all kulacks
          gettin fucked here

 and despite fine sounds
out of the party CC

 this maoist ponders

is there really
  a material contradiction
  among the party bureaucrats ????

or is this center command
to rectify land seizure

              but a paper kite

=====================================

first the action on the ground so far....

"Land seizures are accelerating all over China "

" already by official count
more than 40 million Chinese farm
 households
have had their land partly
         or wholly dispossessed
in the past 8 years "

----------- center vs local bureaucrat
                       contradiction ??? ------------

---------- the center -----------------

" National Party leaders
approved a new five-year economic plan
 to balance growth by protecting
the land rights of farmers "

---------- but locally ---------------

"township governments
  need to seize land
quickly
to meet economic goals
 create jobs
   and ....
      fund their operations"

----------- how about
        privatization??
      ie
         vesting
individual farme households
   in their plots
  now owned in common -------------------

------------but ---------

" farmers after selling
        their plots
 will flood into cities "

--implication here
is not clear

 offered a fair price
        too many millions
         would sell out ???
take the cash and head for the city
ie
they are now only held on the land
because
  their plot rights
qwhich are now subject to redistribution
all though
 leasible
 would be worth more
if vested
and thus saleable ...

hmmmnn
a lot to ponder here ...-----------

but
besides that
       possible mare's nest
there's this

"Privatizing hardly
solves the problem
  of official corruption"

---------no
butit might make it
       less valuable though ----------

since

" land conflicts involve
 government officials
trading power for money"

privitization
would perhaps
reduce official
power
and thus official payment sizes --------------

------------ so since there's many many
fortunes to be made by ...-----------

" collusion between businessmen
                       and officials "

---------who really
wants to solve the problem ???--------

--------- what about
     the party higher ups ????
                   well...-----------

" regional cadre still protect
their local officials interests"

------------ why???
        why else
      money gathered
           at the local level
        spontaneously flows up
                         right ???? ------

  ----------sure enough -----------

" 'fair compensation'
  methods already
         exist on
most province proceedure
                       books...."

 " but local officials
         as yet
don't need to follow these rules"

--------- now that
  macro klass turbulence
is growing apacenation wide

  will the center
      at last
 find that threata threat
perhaps
 to their whole gig
 outweighing
the fine cash flow
 bubbling up
from the corruption below ???? ---------------
