they say it takes a real crisis
 to solve tough social problems...

fiscal crisis 
at our  state capitol's 

has  one biggest problem
                                   medicaid

pays the rest
 using a  sliding

  go well beyond 
         federally mandated
                           coverage "


such that:

 "today Medicaid 
  covers 53 million Americans....."

examples:

"it   pays
 the bills
 for  60% 
of all nursing home residents
   and  37% 
       of all births "

 plus

" most states now 
include 
  prescription drug benefits"
