    requirement:

   every  member's
    exchange rate
     policy 
   must
    work 
   toward 

    equalized  
     minimum wages

   as mediated
    by exchange ratios

   hourly minimum wage

    5.50 dollars


    indian rupee

   bengal 
   hourly minimum wage 
      .55 rupees

   solutions:


   one extreme 

   target exchange rate


   10 dollars 
   to a rupee 

    other extreme 

    adjust the rupee minimum
    
   raise rupee
   min wage to 5.50 rupees per hour

   or
   lower us to  55 cents per hour

   or any combo 
   of exchange rate
    and wage rate  
   adjustments 
    
   that lead to equalization

     may take some time 
   of course 
may need 
a mussolini to get it to arrive on time 

   however
   persistent 
   failure to comply 
    leads to 
   global sanctions  
   up to 
   and including
   possible 
   expulsion 
from the WTO
