want to be kinder or securer 

put your money where your mouth is 


  heres a quick one
 its a variation on the tax 
 payers choice gimmick




first lets review

 
forgetting debt service 
fed income tax revenues go to 
two great departments of public enterprise
 security  and  welfare

both departments  have
 their fans and enemies
 and these two  groups battle each other  eternally
its a huge rumpous
 a lot of energy is disipated 
a lot of ill will is  radiated

maybe it can be quieted down a little 
without too big a deal 


I suggest we grab the federal budget numbers 
 and carve a chunk out of the security budget
and an equal chunk out of  the welfare budget
say 75 billion a piece and then  
lump them together as a dollar choice box

then  in every personal  tax return 
the tax payer gets a choice 

 his hers or their  share of  this choice box 
 can go in set portions to either purpose 

 say the choice gives  6 pieces total 
 
so any number between   o-6  can go
 to  security 
 and the balance to welfare 
 
say security 2 welfare 4 

 or for hot heads the max 0 to  6  
or vice versa 6 to 0 

the box would have  no effect ofcourse 
 if the  overall weighted choice  was 3 - 3 
or there abouts like 2.975 to 3.025
the dollars would just about 
cancel 
each other out 

   ofcourse 3-3 
 would be the default allocation anyway 
for  returns  where the   tax payer
 failed to do the weighing
 
or if they Dutched it up in  some way 
like double 6 ing 
or 3 and 5 ing 
 or 2 and 3 ing 
anything that didn’t add up to 6 

I feel certain  this zero tolerance 
 compliance hurdle
 would ofcourse benefit the 
peaceful people out there in toy land 

 they strike me as  clerically sharper 
then the horde of   mouth breathing club lovers 
on the other side 

ofcourse it cuts both ways 
 remember  this is contribution weighted 
 
  for example take yourself there Richy Rich
 
if god forbid after your tax gnomes are done with the flash 
 and stash 
   you  some how  end up with  a higher tax bill
 then  say your gardener 
 at least this way you got  the small solice
that  you  throw around more weight 
 then the average schmoe juking back and forth 
in the  small beer crowd 

 makes the process  more like you’re  used to  
 more  like  a stockholders’ meeting

then again where theres greed 
theres guilt
 at least sometimes

i see a big guilt  tilt
 
yuppies listen please 

 better butter then  guns

 at any rate lets go ahead 
and  empower these  two rivalrous groupings 
 let them each and all  pull their way
 either way 

the thought being  they’ll 
mostly just  cross and neutralize each other 


imagine that
power to the people 

 actually any resulting net lose one way or the other
 could be made up in the short run by 
inter departmental debits and credits and what not 
 allowing a gradual pain minimizing pathway 

whatever the outcome 
 the loud mouths on each side could say their 
tax money or at least some of it 
 went where they wanted it to go
or even better didn’t go where they didn’t want it to go

say 
    new weapon systems Vs food stamps 
  
now the tax payer gets the same  0 to 6
 choice on  each  test line
 

or  naval ship building vs  UN famine  fund

 ofcourse these numbers may not  match
 I’m just pretending 

god knows the UN would love to see uncle
 match dollar for dollar worldwide famine relief  
with  our navy’s ship building program
